Description

Public Wi-Fi login pages can be opened in a dedicated Chrome instance without changing normal DNS or browser state. It is useful when a captive portal does not behave well in the regular browser session.

This is a network login helper. Captive portals are often untrusted networks, so avoid entering sensitive credentials unless you know the service and connection are legitimate.
